Coronavirus Update #36
Dear Resident,
As part of New Jersey's Road Back, Governor Phil Murphy signed Executive Order No. 142, which, in part, permits the resumption of non-essential construction and curbside pickup at non-essential retail businesses effective 6:00am on Monday, May 18.
Non-Essential Businesses Can Open for Curbside Pickup - Businesses must continue to have their in-store operations closed to customers. Businesses who choose to offer curbside pickup must abide by the requirements in the Order, which include but are not limited to the following:
- In-store operations should be limited to those employees who are responsible for the operations required for curbside pickup;
- Customer transactions should be handled in advance by phone, email, facsimile or other means that avoid person-to-person contact;
- · Customers shall notify the retailer by text message, email, or phone once they arrive, or make best efforts to schedule their arrival time in advance. The customer should be asked to remain in their vehicle, if arriving by car, until store staff delivers the purchase;
- Designated employees should bring goods outside of the retail establishment and place goods directly in a customer's vehicle when possible, avoiding person-to-person contact; and
- Such businesses must follow social distancing and mitigation practices outlined in previous orders, including requiring workers to wear cloth face coverings when in contact with other workers or customers and gloves when in contact with goods or customers.
Chief Peter Pezzullo provides the following the following guidance to ensure the safety of both customers and store employees, “A critical portion of the Governor’s Executive Order No. 142 permits non-essential retail businesses to allow curbside pickup of goods, beginning at 6 pm on Monday, May 18th. Customers will be asked to remain in their vehicles, and store staff members will deliver the purchased items to the vehicle.
With this in mind, I would like to remind all business owners and their clientele that vehicles should not be parked in marked fire lanes. Customers shall utilize marked stalls provided by the retail establishments when making pick-ups to alleviate traffic congestion and to maintain the safety of other motorists and pedestrians. Furthermore, handicap parking stalls are to be reserved for those vehicles that possess and display the proper handicap placards.”
Non-Essential Construction Can Resume – All construction projects must abide by the social distancing, safety, and sanitization requirements that are described in detail in the Governor's Executive Order. Inspections associated with emergencies such as septic or water, unoccupied structures and outdoor facilities which allow for safe distance between residents and inspectors continue to be accommodated. On-line Licenses and Permits - It is important to note thatMarlboro Township issues a number of licenses and permits, many which are available online. The link below has two tables. Beaches and Lakes - Today, the Governor announced that beaches and lakes can open on May 22, in time for Memorial Day. Attendance and capacity limitations will be in place, 6 foot demarcations in certain areas, and public outreach campaign programs. No special events, playgrounds, rides, water play areas, or arcades can be open. The restroom facilities will be open with a sanitation program in place. Specifics have been left to the each beach town so it is advisable to check the beach’s website for more information in the next week.
Guidance regarding public swim clubs is expected in the next few days. We are hoping to be able to open our swim club this summer and the staff has been planning in anticipation that we will.
Testing and Stats – New Jersey reported 1,216 new positive test results for a statewide total of 142,704. Monmouth County has 7,200 cases with 418 positives in Marlboro. For the week ended May 6, Marlboro had a 35% decrease in positive cases from the prior week.
Tennis Courts - We are pleased to announce that Township tennis courts will be open effective Saturday, May 16. Please note that there will be NO organized team play, NO congregating, and NO spectators permitted. Bathrooms are not open/available so please plan accordingly. To ensure safety, please review and follow the USTA Guidelines HERE.
We remind you that, although not mandated in open spaces, it is strongly suggested that you wear face masks when there is the possibility of coming in close contact with others. You can transmit the virus even with no symptoms and wearing a face covering protects the most vulnerable among us. We will continue to update you are more is known.
